The SES100 Initiative

First Grade has partnered with the Australian Public Service Commission (APSC) to deliver this exciting recruitment, which seeks to increase First Nations representation across the Senior Executive Service (SES) within the Australian Public Service (APS), directly contributing to Closing the Gap Priority Reform three; transforming government. The initiative supports this by aiming to have this representation to 100 by 2024/25. We are seeking highly motivated, experienced and inspiring senior leaders looking for opportunities to make a difference and influence decision-making across the APS.

Suitable candidates will be placed in an APS-wide merit pool that will be available for 18 months from the date of advertisement. Being rated suitable and placed in the merit pool does not guarantee a position, as this will be dependent on needs across the APS, available positions and locations of roles.
Individual circumstances will be considered to enable candidates to remain on Country, where possible. However, leaders may be required to travel frequently or relocate to be eligible for specific roles.
  

Requirements

While the location and types of employment vary, as an established and inspiring senior leader from the public, private, academic or community sectors joining the APS, at the SES Band 1 level you will possess many of the following qualities:
  • Demonstrated experience providing strategic and operational leadership
  • Demonstrates solid judgement in supporting decision making processes
  • Solid understanding of strategic external and internal communications, including media management and working with Ministers’ offices
  • A proven reputation to build and sustain relationships and networks across the APS
  • Ability to manage stakeholder expectations, priorities, and changes giving consideration to local and cultural sensitivities and stakeholder needs
  • Proven ability to build a culture that aligns with the APS Values and fosters high performing teams whoa re dedicated to achieving quality outcomes
  • Ability to evaluate ongoing branch and project performance and develop capability in teams to consistently deliver quality outcomes
  • Innovative, consultative, resilient and personally accountable for the quality of advice, products, service and strategies
  • Encourages and motivates people to engage in continuous learning and empowers them by delegating responsibility for work
  
In addition to the above, at the SES Band 2 level, you will possess many of the following qualities:
  • Champions the organisation’s vision and goals and promotes a shared commitment to the strategic direction
  • Demonstrated experience in extensive professional and administrative management
  • Strategically places divisional activities into broader whole-of-APS and environmental context
  • Creates organisational strategies that are aligned with government objectives and likely future requirements
  • Proactively builds cross-agency relationships and establishes cross agency approaches to address issues
  • Anticipates the likely reaction of the audience to a message and adjusts approach to gain maximum impact
  • Takes ownership for decisions and accepts responsibility when things go wrong
  • Models effective team working behaviours and works collaboratively and cooperatively
  • Provides clear, constructive and timely feedback in a manner that encourages learning and achieves any required resolution

All applicants at the SES Band 2 level will be assessed through a generalist recruitment process on their ability to demonstrate the above skills, behaviours, attributes and experience. All Band 1 applicants will also be assessed against the generalist requirements. However, should you have specific skills and qualifications you can also choose to be assessed for one the following specialist streams:
  • Digital – Raising the digital expertise of the APS to transform how the APS designs and delivers products and services
  • Data – Lifting the data skills of the APS to get insights for better decision-making in policy development, program management and service delivery
  • Human Resources – Improving strategic HR capability to ensure the APS has the right people with the right skills now and into the future
  • Finance – Play a lead role in advising the government on many of its strategic priorities, including providing advice to the government on optimal arrangements for the management and ownership of public assets
  • Legal – Understand the Government’s legislative and regulatory frameworks, policy objectives and key programs to develop innovative solutions to legal issues and to implement commercially and legally robust approaches to some of the largest projects in which the Australian Government is involved
  
Eligibility

This vacancy advertised under this measure is open only to Aboriginal and/or Torres Strait Islander people. Successful candidates will be required to provide confirmation of Aboriginal and/or Torres Strait Islander heritage.

Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service or, in limited circumstances, in the process of obtaining citizenship.

Successful applicants will be required to successfully undergo the security clearance vetting process and maintain or continue to hold at a specified clearance level. Failure to gain the necessary security clearance may result in the withdrawal of a potential offer.
